Looks like you need to rescue them fast and find that Master Basho.

How to Get the Parchment

Walk left back to where you came from. Head all the way to the left until you’ve reached the staircase in which you found the Green Rotten Fish. Head up the staircase, and talk to the girl. She’ll explain that no one has seen the Ninja Master in a long time. Go to the right until you reach the rock wall. A Parchment will fall.
