Referrals

I know this sort of an ignorant question, but what are referrals on PSF (and please don't give me the definition of the word, "referrals" I already know what it means)? Are they when, for instance, someone doesn't abide to the PSF rules and, lets say, advertises a company (EX- Erm... Coca Cola?...). Would they receive a referral or would someone have to give them a referral (EX- Moderator)?

*If you didn't quite understand my question, I would be more than willing to break it down so you can further understand what I am trying to say.
